Whether you're a resident on campus needing a place to park your vehicle full-time, or a commuter needing a spot for class, Southeast offers lots and permit options to accommodate you.

Students can purchase a permit starting their freshman year. Permit availability is based on a number of factors including credit hours earned and the campus members role on campus. 

Frequently asked Questions

  • Parking Customer Service operates during the hours of 8 a.m. and 5 p.m. Monday through Friday during the regular semester. Hours during University breaks are 8 a.m. to 4 p.m. Monday through Friday.
  • All parking on campus is by permit only. Any vehicle that parks on campus must register with Parking Services and display a SEMO parking permit.
  • All parking regulations are enforced 24 hours a day, 7 days a week 365 days a year.
  • Parking permits are valid for the academic year they were issued. The academic year begins in August, so parking permits remain valid through August of the following year. 
  • Students who graduate or transfer in December, student-teach during the Spring semester, or do not return after a completed fall semester, may return their permit beginning December 1, for a 50% credit. Permits will not be accepted for credit after January 1.
  • Parking at the Student Recreation Center also requires a valid SEMO permit.

Tickets 

  • Parking Services does not accept payment for parking ticket fines or parking decal fees. Ticket fines and decal fees may be paid in person at the Cashier’s office in Academic Hall Room 018, by mail, or online. For further information regarding payment contact Student Financial Services at  (573) 651-2253.
  • Tickets issued to a vehicle with a permit are the responsibility of the permit holder, regardless of who drove the vehicle.
  • Violators receiving 5 or more University parking tickets are subject to towing or booting of the vehicle.
  • University parking tickets may be appealed online using mySEMO. It is recommended that students contact Parking Services about their tickets before appealing online. There may be circumstances in which the ticket can waived without the need to appeal

Temporary Permits 

  • If you drive a vehicle to campus that is not the vehicle with the parking permit, a temporary permit is required to avoid unnecessary tickets. Visit Parking Services to pick up a temporary permit. The fee is $1 per day or $5 per week. Temporary permits can be issued for up to 2 weeks at a time.
  • Parents, relatives, and other visitors are encouraged to get a visitor’s pass from Parking Services. The permit is free and can be made in advance by contacting Parking Services. Students may be assessed parking fines received by parents or relatives. Parents or relatives should bring any tickets they receive to Parking Services before leaving campus.

Replacing a Permit 

  • If the vehicle with the original parking permit is damaged beyond repair, or sold or traded, the original permit should be removed and returned to Parking Services. A free replacement permit will be issued upon the return of the original permit.
  • If you cannot retrieve the permit from your old vehicle, you will need to provide other documentation showing you no longer have access to the vehicle/permit. This can include a Bill of Sale, paperwork from a dealership showing you traded in your old vehicle for your new one, or a Total Loss Statement from your insurance.
  • You can still receive a new permit if you do not have your old permit or any documentation, however, you will be charged the current semester price for the type of permit you will be replacing.

Disabled Parking Spaces 

  • Only vehicles displaying state-issued handicap license plates/placards may park in handicap spaces.
    • Note: If you are driving in a vehicle with a handicap placard/license plate that is not registered to you, you may only utilize the handicap parking spaces if the handicapped/disabled individual is in the vehicle with you. Use of a handicapped parking space without a handicapped/disabled occupant will result in the placard being confiscated. You will also be referred to the Office of Student Conduct if you are a student and/or receive a Municipal Ticket from the City of Cape Girardeau. Employees will receive a Municipal Ticket from the City of Cape Girardeau.

  • Faculty, staff, and students must display a University parking permit along with their handicap plates/placards and notify Parking Services of their handicap placards or plates.
  • All handicapped parking is issued by your state licensing agency.
  • In the event all handicapped spaces are taken, the vehicle may park in the next available parking space that is not reserved. (Parking meters are considered reserved spaces)
  • Additional handicapped parking is available at the Transit Nexus at the MMTF. This area is serviced by the University shuttle. All shuttles are handicap accessible and are the accessible route to the entire campus, as well as the River Campus.
  • Hash marks next to the handicap spaces are part of the adjacent handicap space. These are not intended for park and are meant for accessible ramp access.

Parking Permit Return Policy

  •  If you will not be returning for the Spring Semester (i.e., Graduating, Student Teaching,
    Transfer Institutions), contact Parking Services during finals week to fill out a Permit
    Rejection Form. You may then remove your permit from your vehicle and return it to
    Parking Services for a 50% credit. The cutoff date to return your permit is January 1st.
    We will no longer accept any returns after this date.
  • If you are not graduating, student teaching, or transferring, you may only return your
    permit within the first four weeks of classes. You must contact Parking Services to fill
    out a Permit Return Form. Refund amounts are:
    • Week 1: 100% Refund
    • Week 2: 70% Refund
    • Week 3: 60% Refund
    • Week 4: 50% Refund
    • Week 5+: No Credit Given

Parking Meters

  • You do not need to have a permit to park at a meter, however the meter needs to be paid. Prices vary between meters and locations on campus, so be sure to put in enough money for how long you need to park your vehicle.
  • If a meter is broken/non-functional, it is treated as a regular parking space in that parking lot. For example, if there is a meter that is broken in a Faculty/Staff lot, that space becomes a Faculty/Staff space. If you park there with any permit other than a Faculty/Staff permit, you can receive a citation. The same rule applies to student permit parking lots.
  •  If you park at a functional meter, pay for your time, and return to a non-functional meter and/or citation, please contact Parking Services for assistance.

  • Parking on campus requires a valid parking permit. To park on campus, vehicles must be registered with Parking Services.
  • Vehicles failing to display a current parking permit may be ticketed, booted, or towed.
  • Any tickets issued to a vehicle are the responsibility of the vehicle owner/operator.
  • Permit holders agree to follow all campus parking regulations and understand they are responsible for all tickets issued to their permit.
  • Only one permit type may be displayed on a vehicle at any time.
  • Permits are displayed on the rear windshield lower left corner behind the driver.
  • Parking permits are valid from August to August.
  • If the vehicle displaying the original permit is damaged, sold, or traded, the original permit must be removed and returned to Parking Services to receive a free replacement permit. When removed, permits are designed to shred; the shreds should be returned. Failure to return the original permit will result in the appropriate semester permit fee being charged for the replacement permit. If a permit on a vehicle is unable to be returned due to the vehicle being sold, traded, or totaled, then the owner of the permit must provide a copy of either a bill of sale, bill of transfer, or a statement from their insurance company stating that the vehicle is a total loss, to receive a free replacement permit.
  • If a vehicle other than the one with the permit must be driven, a temporary permit must be obtained. Parking is assigned based on the purchased permit type. Temporary permits are $1 per day or $5 per week. Temporary permits are issued for a maximum of two weeks.
  • Vehicles that will be parked on campus temporarily, for less than two weeks, and no prior permit has been purchased may receive a temporary permit for parking. The cost of the permit is $1 per day or $5 per week. Only two of these permits may be requested in a semester.
  • Students who move off/on campus after purchasing a permit should contact Parking Services to exchange their original permit for the correct parking permit type.
  • Parents, Relatives, and Visitors are encouraged to request a free visitor permit. Permits will only be issued to the visitor. Permits may be requested through email or over the phone in advance and available for after-hours pick-up. A photo ID is required to pick up a permit.
  • Students who graduate or transfer in December, students who teach during the Spring semester or do not return after a completed fall semester, may return their permit by December 31 for a 50% credit. Permits will only be accepted during finals week.
  • Southeast Missouri State University is not responsible for any damage to vehicles parked on University-owned parking lots or local streets.

  • Parents, Relatives, and Visitors are encouraged to obtain a visitor’s pass from Parking Services. This is a free permit.
  • Students will be assessed parking fines received by parents or relatives. Should this occur the parent or relative should bring the ticket to Parking Services immediately.
  • Visitors are encouraged to obtain a visitor parking permit from Parking Services when they arrive.
  • Permits may be requested over the phone or through email so that they may be prepared and ready for pick up on arrival.
  • Departments requiring permits for their visitors should send requests via email to parking@semo.edu.

  • Appeals are adjudicated based on the violation, parking regulations, and the narrative provided by the appellant. Narratives should be concise, professionally written, and fact-based.
  • Tickets may be appealed online within 15 days of the ticket date using the portal.
  • After 15 days, tickets are not eligible for appeal.
  • Appeal hearing dates are scheduled monthly beginning in September and continuing through May.
  • Summer hearing dates are scheduled as needed.
  • Violation fines are charged to the appellant’s account.
  • If the account bill is due before the hearing date, it must be paid to avoid late fees.
  • Appeals found in the appellant’s favor will be credited to the account.
  • The Appeals Board is comprised of faculty, staff, and students appointed by their representative groups and are independent from Parking Services.
  • Appeals are considered based on violations, parking regulations, and explanations provided by the applicant.
  • All appeals decisions are final.

Vehicle and Motorcycle Regulations

  • All regulations are enforced 24 hours a day, every day. 
  • The speed limit on campus is 15 miles per hour, except where otherwise posted. 
  • Cheney Drive – Enter from Henderson (Restricted). 
  • Parker Drive between Cheney Hall and Towers (Restricted). 
  • Towers exit ramp, off Sprigg Street (One-way).
  • Greek Drive – Enter from New Madrid at Henderson (One-way).
  • Parking Lot 1-23 Dearmont Circle – Enter from eastbound Normal Avenue (One-way).
  • Entrance to Faculty/Staff Parking Lot 4-14 (One-way). 
  • Academic Drive - Enter from N. Henderson (One-Way). 
  • Any other location designated by one-way signs. 
  • Grey concrete parking blocks represent parking spaces in gravel parking lots. 
  • Yellow parking blocks and curbs are No Parking Zones. 
  • Red curbs are fire lanes - No Parking Zones. Tow Away Zone. 
  • No Parking is allowed on the grass, in or blocking driveways, or on sidewalks. 
  • Lot Use and Limits - Commuter lots are reserved for students with a commuter permit from 7 a.m. until 2 p.m. After 2 p.m., commuter lots become available to any student permit. At 4 p.m., Faculty/Staff lots at academic buildings become available to any student permit until 7 a.m. Resident and Faculty/Staff lots/spaces at residence halls are reserved, as posted, 24 hours a day 
  • Parking Meters May be used by faculty, staff, students, and visitors to the University. A permit is not required; however, the meter must be paid. 
  • Broken meters should be reported to Parking Services at (573) 651-2310. 
  • Special Use Parking 
  • Parking lot 1-22 across from Southeast Bookstore is 2-hour parking for visitors to the University. Additional visitor parking is available in lots 1-8 in front of Houck Field House 
  • Parking lot 5-3 at the Student Recreation Center is by permit only. Student parking is available to any permit for a 2-hour limit in designated spaces. Community members and University employee parking is available for a 2-hour limit in designated spaces. During Show Me Center events, the lot is closed and is not available for Recreation Center parking 
  • Weekend Resident Hall Parking - Parking lots 1-10 at Broadway and Henderson and parking lots 3-9 at Towers Garage become available for any permit and visitors on Fridays at 5 p.m. through Sundays at 5 p.m. 
  • The transitway is restricted to University shuttle buses, emergency vehicles, and University service vehicles. Tickets, tows, and/or notices to appear before student conduct will be issued for unauthorized driving on the transitway. 
  • Penalties Parking violations are described on the penalties page. Note the increased Penalty for Second and Subsequent Violations. 
Appeals 
  • The appeal process is how students, faculty, and staff contest parking tickets. 
  • Tickets must be appealed within 15 days of the ticket date, online at ‘My Southeast.’ 
  • Appeal hearing dates are scheduled monthly. 
  • Violation fines are charged to the appellant’s account. 
  • A ticket pending appeal is not excluded from payment. 
  • Appeals found in the appellant’s favor will be credited to the account 
  • Questions about or help with online appeals should be referred to the Parking Service 

Vehicle Tow 
  • All improperly parked vehicles are subject to boot or tow at the discretion of parking enforcement personnel. 
  • Vehicles may be booted or towed for lost or stolen permits, false permits, non-payment of fines, unidentified operators, or excessive violations. 
  • Booting and towing fees are the owner’s expense. 
  • The University is not responsible for any damage incurred during booting or towing of the vehicle.

Parking Application 

You can apply two ways for your permit, online through your portal or by contacting Parking Services by phone or email. Please apply using only one method. 

The preferred form of application is online through your University portal. To access the permit application: 

  1. Go to semo.aimsparking.com
  2.  Log in with your SEMO email and password.
  3.  Select "Order Permit".
  4.  Select the permit type you need.
  5.  Select the vehicle you want the permit to be registered to, or click "Add Vehicle" if it is not already listed. If prompted to do so, please select your class as well (Senior, Junior, Sophomore, Freshman).
  6.  Add the permit to your cart.
  7.  Click "Check Out". The permit will be charged to your SEMO bill, and you should receive a receipt in your email within 10 minutes.
