James P. Limbaugh of Cape Girardeau, was appointed by Missouri Governor Mike Parson in January 2019 with a term expiring January 1, 2025.

This is Limbaugh’s second term on the Board of Regents. He previously served a six-year term ending Jan. 1, 2013, including one year as Board vice president. His previous service as a Regent followed an appointment by former Missouri Gov. Matt Blunt.

Limbaugh serves as regional president and executive vice president of Montgomery Bank in Cape Girardeau. He previously served as executive vice president of planning and business development for SoutheastHEALTH Regional Healthcare System. He has a breadth of experience in the financial services industry, with his primary focus being on community banking. He has been chief operating officer, president of commercial banking and regional president of the Cape Girardeau Market with Montgomery Bank; a financial consultant with Merrill Lynch; regional executive with Region 5 of NationsBank, NA; and president and chief executive officer of Boatmen’s National Bank of Cape Girardeau. He also served as a banking officer with Cape Mercantile Bank and Trust.

He is a member of the Redhawks Club, past president of the Southeast Missouri State University Booster Club Executive Committee and an emeritus member of the Southeast Missouri University Foundation Board. He served as general chairman of the Foundation’s New Vision of Excellence Capital Campaign from 1987 to 1992. He formerly served as a member of the Harrison College of Business Advisory Committee. He also has been active in the community as the former chairman of the Southeast Missouri Hospital Association Board of Trustees, a Board chairman for the Southeast Missouri Fellowship of Christian Athletes and past Board chair of the Cape Girardeau Regional Chamber of Commerce. An Eagle Scout, Limbaugh is a former chairman of the Shawnee District, Boy Scouts of America. In addition, Limbaugh is former president of the Cape Catfish baseball team, a member of the Prospect League. Additionally, Limbaugh is a member of the Missouri Bankers Association Board of Directors.  

He holds a Bachelor of Science in Business Administration with a marketing major and a Master of Arts in teaching, both from Southeast Missouri State University. He is a graduate of the ABA National Commercial Lending School and the ABA National Commercial Lending Graduate School, both at the University of Oklahoma.

Mr. Limbaugh and his wife Benita are the parents of daughter Katherine "Katie" Foristal (Steve) of St. Louis, son James P. Limbaugh ll. "J.P." of San Antonio, TX, and daughter Margaret E. Mills (Joe) of Alexandria, VAJim and Benita have five grandchildren Steven, Hudson and Jack Foristal and Eliza and John Robert Mills.  Both Jim and his wife Benita are Southeast alumni.
