Dr. Maureen E. Clancy-May, of St. Louis, MO, was appointed by Missouri Governor Mike Parson in December 2024 with a term expiring January 1, 2030. Dr. Clancy-May earned her Bachelor of Arts in Teaching Exceptional Children in 1979 at Southeast Missouri State University. She has served in public K-12 education for over 40 years as a special education teacher, middle school principal, assistant superintendent, and superintendent of schools in the St. Louis region.
Dr. Clancy-May completed a Master’s degree in education administration at the University MO St. Louis and a Ph.D. in education administration from St. Louis University.
Since retiring from the superintendency at Bayless School District in 2012, Dr. Clancy-May served as a state supervisor for instruction for the Missouri Department of Elementary and Secondary Education working with both traditional and charter public schools for over 12 years, retiring in December 2025.
She was an advocate of SEMO’s sponsorship of Lift for Life Academy charter school in St. Louis City.
Community service has always been an important component of Dr. Clancy-May’s education career. She has served as a board member and president of the Affton Chamber of Commerce, a member of St. Louis County Rotary, a board member with Character Plus and Wyman Center, and the President’s Advisory Board at Cor Jesu Academy where she annually supports the college and career pathways work, introducing future teachers to public schools in the St. Louis region.
Dr. Clancy-May has been actively engaged with SEMO since graduation. She has been a long-time member of the Alumni Association and Education Committee-St. Louis Chapter. Dr. Clancy-May was invited to work on the Work Force Development Committee addressing skills students need to be successful post-college. She was also appointed to the SEMO Foundation Board serving two terms and elected to the role of Vice Chair and Chair. She has been a recipient of the Southeast Salutes Award in 2003 and the Alumni Merit Award in 2011. In 2016, Dr. Clancy-May was the Keynote for the Southeast Missouri State University Power of Women event.
Maureen and her husband, Ken Ballheimer, have a blended and joyful family of 4 sons, 2 daughters, and 13 grandchildren scattered in Chicago, St. Louis, San Antonio, Springfield MO, Eureka, and Cottleville, MO.
