Revisions to the Johnson Faculty Centre Bylaws

THEREFORE BE IT RESOLVED: that the revisions to the Johnson Faculty Centre Bylaws of the Faculty Handbook, be amended with the following proposed text:



A. All persons in the following categories are regular members:

1.All continuing full-time members of the faculty, staff, and administration of Southeast Missouri State University.

2.All emeritus and retired members of the faculty, staff, and administration of the University.

3.All present and former members of the Board of Regents of the University.

4.All persons on temporary faculty appointment employed at the University.

5.All part-time and temporary staff with three months' employment with the University.

6. Surviving spouses of any individual who, if living, would be eligible for regular membership.

7. All members of the Copper Dome Society at the advocate or above level, including the President's Council.

B. Honorary member:

Any person who has, in the unanimous judgment of the Johnson Faculty Centre Governing Committee, stated in Article II, made a significant contribution to the University may in writing petition the committee for membership.


A. General Powers:

1.The Governing Committee shall manage and direct the operations of the Centre in accordance with the University's policies and under the auspices of the Board of Regents.

2.The Governing Committee shall fix the amount of rental charges for use of the property and also set the limit on the duration of stay.

B. Composition of the Governing Committee:

The Governing Committee shall consist of the Executive Committee of the Faculty Senate of Southeast Missouri State University and one representative from each of the colleges, Kent Library and the School of Polytechnic Studies. In addition, the Asst. Director for Event Services and Scheduling (or her/his nominee), a representative of the Clerical-Technical-Service Staff Council (CTS), a representative from the Professional Staff Council (PSC) and the Administrative Assistant of Faculty Senate will be non-voting members to help implement polices relating to event scheduling and billing users of the lodging facility. The Chair-Elect of the Faculty Senate will serve as Chairperson of this Governing Committee. A Vice-Chair for the Governing Committee shall be elected annually by the Committee.

C. Organization Meeting:

The Governing Committee shall meet for the purposes of organization of functions and transaction of other business as necessary.
Committee meetings held at Johnson Faculty Centre shall be scheduled through the Central Event Scheduling Office in the University

D. Remuneration:

Members of the Governing Committee shall receive no remuneration for their services. In the discretion of the Governing Committee in each case, members of the Governing Committee may be reimbursed for reasonable expenses incurred in connection with their activities as such.


A. Meetings/Events:

Meetings of the members of the Centre (all-member meeting) shall be held in the Johnson Faculty Centre. Such meetings or special events for the members may be called by the Chairperson of the Governing Committee.

B. Quorum of Members:

The presence in person of not less than a majority of the Governing Committee shall be necessary to constitute a quorum for the transaction of business.

C. Organization of Meetings:

At every meeting the Chairperson or, in his/her absence, the vice chairperson, acts as chairperson.


A. Financial Affairs

Income generated through the collection of fees for special functions (other than fees for the use of the guest suites) will be credited to the Johnson Faculty Centre Account and used as a portion of the money available to support the annual budget. The Centre will adhere to the standard University budgeting process and submit an annual budget request. All new personnel expenditures and any operations, student labor, or equipment requests which cannot be funded by the Centre income must be requested in the University budgeting process.

Income received from the rental of guest suites will be billed by the Office of Event Services & Scheduling at the University Center and proceeds deposited to the Faculty Center Account which will be used to cover expenses appropriately charged to the guest suites.


Any or all of the provisions of these bylaws may be amended, altered, or repealed by majority vote of the members of the Faculty Senate and the Johnson Faculty Centre Governing Committee.
