A. Minutes of October 2, 2001. Due to the October 8th being a special meeting, minutes for October 2nd
were not available and will be reviewed for approval at the November 6, 2001 meeting.
1. Masters Degree in Higher Education: Since this agenda topic had been tabled at the October 2nd meeting of the Academic Council, Gerald McDougall moved to take the Motion for Masters Degree in Higher Education proposal off the table; Chris McGowan seconded the motion. Upon vote all voted “aye”. (Council members were provided with three handouts from Sue Shepard consisting of (1) Class Offerings for Master in Educational Administration: Higher Education, (2) Masters Degree in Educational Administration: Higher Education, and (3) CBHE’s Proposal Form completed for Masters Degree in Educational Administration: Higher Education – Master of Arts.) Nicholas Tibbs made a motion to amend original motion to change title to: Masters of Arts Degree in Higher Education Administration; Randy Shaw seconded the motion. Shepard answered questions of the council regarding changes to the proposal. Upon vote all voted “aye”. The motion was approved
2. Educational Specialist in Counseling Proposal: Since this agenda topic had been tabled at the October 2nd meeting of the Academic Council, Nicholas Tibbs moved to take the Motion for Educational Specialist in Counseling proposal off the table; Chris McGowan seconded the motion. Upon vote all voted “aye”. (Council members were provided with a handout from Verl Pope consisting of “CBHE’s Proposal Form completed for Counseling Education - Educational Specialist.) Verl Pope presented the revised proposal and answered questions and comments of the council. Questions were in regard to credit hours required over and above a “masters” for a “specialist” title. Since further clarification of several issues in the proposal were requested by the council, Gerald McDougall moved to table the proposal until a later meeting; the motion was seconded by Nicholas Tibbs. Upon vote all voted “aye”. The motion was approved.C. Discussion Items
Definition of Options, Areas of Emphasis, Advising Tracks: A discussion occurred regarding the use of options vs. areas of emphasis vs. advising tracks in the preparation of program proposals. Dennis Holt clarified their use by stating that CBHE accepts the use of “options” if the proposal is structured around a “core”. An “emphasis” or “advising track” (which he states are synonymous with each other – a programmatic choice with no distinction between them) is used when an advising structure needs to be attached to a set of electives without a common core. Options are coded on student transcripts, however emphasis and advising tracks are not.
